1991. Climate change negotiations included the concept of loss and damage, when Vanuatu proposed an international insurance pool to compensate small island developing states for the impacts of sea-level rise, which of course didn’t happened (in 30 years), but Vanuatu had nothing to loose by victimizing itself.
2007. Reparations re-appeared in COP13 Bali.
2009. Developed countries committed to giving 100 billion USD a year for climate reparations by 2020 to developing countries to help them reduce emissions and prepare for climate change. Except for 23 complying countires, the target was missed and moved to 2023.
18 Nov 2022. COP27 meeting in Egypt of 198 countries that have signed the UN Framework Convention on Climate Change, included compensation for economic losses from the carbon rich countries to the vulnerable countries in the gradual slippery slope towards personal carbon taxing.
Loss and damage includes fuzzy concepts adding up to 2 trillion USD by 2050 [1] such as:
1. adapt to bad weather (i.e. climate change)
2. mitigate climate change (i.e. expensive inefficient alternative energy)
3. “recover from climate change's adverse effects and impacts”
4. “other (bottomless) measures, such as disaster risk management” (e.g. building “resilient” smart cities) [2]
For example, Pakistan only asked for 40 billion USD the 2022 floods. That’s the bill for just one event for one nation of the 160 underdeveloped [3] countries, in one year.
“There is no climate justice without debt justice.” [4] Once countries sign behind reparations, even as debt compensations, they’ll continue after there’s no more debt to pay. The problem of climate justice is accepting that someone burping CO2 or driving in North America magically ruins the weather for someone else on the other side of the world, say Vanuatu. They even call it climate colonialism! Climate justice means injustice, yet 23 countries are fully complying with the carbon economic suicide.
2022. “The latest UN climate report highlights how communities that have contributed the least to climate change are suffering the most. The IPPC argues that roughly 3.5 billion people – 45% of the world’s population – currently live in areas of “high vulnerability” to climate change, meaning they will be heavily impacted by floods, droughts or extreme weather in the decades to come.” [5]
If more countries accept the reparations ideology, it won’t take long for a global carbon tax and then, for a global personal carbon quota, under the flag of climate justice for the vulnerable as virtue signalling. Just as in communism, the middle class pays first, then the poor, while the cabal super-rich get richer and the other rich go bankrupt.
In sum, climate reparations means greenish communism. It’s not really “green”, since sooner or later it destroys humane ecosystems.

The United Nations IPCC appointed me to the position of "Expert Reviewer" for the latest of its Climate Assessment Reports to be published: AR6. Acting from this position I advised the editors of this manuscript for AR6 that for the version of the manuscript I had read to be published would be misleading to the readers of this document as the runs of the IPCC's climate models conveyed nil information gain to a regulatory official about the conditional outcomes of the events of the future for Earth's climate system, precluding this official from regulating this system but the text of the version of the manuscript I had read implied the opposite. When they ignored me, I appealed this decision to the Chair of the IPCC and chief statistician of the United Nations. They too ignored me. This version of the manuscript was then published.
